Old Dominion Electric Cooperative (ODEC) has issued a Request for Proposals (RFP) seeking competitive offers for a Battery Energy Storage System (BESS) to support the cooperative’s long-term resource planning and grid reliability objectives. ODEC will select a battery energy storage developer that will be responsible for developing, constructing, owning, and operating the project.
The RFP seeks proposals for a 5-MW, four-hour lithium-ion battery project located in Colonial Beach, Virginia, within Northern Neck Electric Cooperative’s service territory. The targeted in-service date is December 2028. Once operational, ODEC will serve as the sole offtaker from the BESS facility.
As part of a balanced resource portfolio, battery energy storage can play a valuable role in supporting grid operations by providing services such as peak shaving, load shifting, frequency regulation, and system flexibility. When deployed strategically, batteries can help integrate other resources and enhance system responsiveness during periods of high demand or operational stress.
