Working Together to Power Virginia’s Growth

Virginia’s electricity needs are changing rapidly, driven in part by the growth of large energy users.

Our Approach

Taking a Cooperative Approach

Electric cooperatives have a unique relationship with the communities they serve. As member-owned, not-for-profit utilities, cooperatives have a shared interest in supporting economic growth while maintaining reliable and affordable electricity for all members.

That creates an opportunity for a different kind of conversation with large energy users.

The Process

Design Through Collaboration

As enacted in 2026, House Bill 284 / Senate Bill 371 directs the electric cooperatives to convene a stakeholder process to inform the development of a voluntary demand flexibility program.

The stakeholder process will provide an opportunity for large energy users, electric cooperatives, and other interested stakeholders to share perspectives, explore potential approaches, and help inform the design of the program.
