Environmental - Louisa Generation Facility


The impacts investigated prior to the construction and operation of the Louisa Generation Facility included air emissions, water usage, water sources, water discharges, terrestrial and aquatic impacts, visual impacts, archeological and architectural sites, noise, socio-economic, and geological impacts.  These investigations determined that there were no significant impacts from the facility. 

Old Dominion hired Trinity Consultants, a third party contractor, to conduct a cumulative air model including the Louisa Generation Facility and other proposed electric generation facilities to determine the impact on air quality.  This model used the worst-case emissions and included the existing air quality to obtain a very conservative impact analysis.  The modeling results indicated that all the incremental impact of operating the Louisa Generation Facility added to the impact of all the other proposed power facilities and existing background concentrations would not cause or contribute to a violation of the National Ambient Air Quality Standards (NAAQS).

On July 17, 2002, the three Commissioners of the State Corporation Commission unanimously approved the Certificate of Public Convenience and Necessity (CPCN) for the Louisa Generation Facility. 

On January 14, 2002, the Department of Environmental Quality (DEQ) issued the air permit to the Louisa Generation Facility.  This permit was required prior to beginning construction.  During the month of June 2003, Louisa Generation Facility began commercial operations.

Bowlers Mill Reservoir supplies water being used by the facility to facilitate the production of electricity via a water pipeline that was installed and operated by the Louisa County Water Authority. 

The process wastewater that is generated by the facility is being sent to the Rapidan Service Authority (RSA) for treatment at their Gordonsville Wastewater Treatment Facility.
